The Demise of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been contained. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are conducted: optimistic declarations are issued from multiple capitals. Significant resources is expended on restraining specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the main instrument for achieving "settlement".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from across the border, a capability afforded by up-to-date information. From observation points, military aircraft that had been dispatched to engage hostile aerial threats flew past – sophisticated military planes provided to Ukraine by NATO members.

Moments later, Kyiv's anti-aircraft weapons thundered: defensive missiles targeted at a hostile projectile. This was a advanced protection mechanism at work, most likely delivered by allied countries. Every deployment shakes the surroundings, shaking the windows. The brief panic quickly gives way to grim resignation: maybe the approaching threat won't strike its target this time, sparing the city from devastation and further power outages.

Persistent Threats

Not long after, a large-caliber weapon engaged a drone close by, part of a mobile-fire group – most likely imported technology. Sadly, the shots failed to hit the opposing UAV – it maintained course toward its target.

Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: several casualties, destruction and heating outages in many homes as a result of the nocturnal offensive. As customarily, everyone still went about their day – living the war. But those full day demonstrated Ukraine's vital need on external assistance – a need that neighboring countries are evidently unprepared to fill in the near term.

Unsuccessful Negotiations

The comprehensive proposal from American leadership sparked intense emotion, debate and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new initiative from Washington adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually achieve victory. This pattern will, certainly, endure.

Political Considerations

It is tempting to accuse specific actors of consistently pushing Kremlin's demands. But that does not seem to be the whole story. US administration operates on a premise familiar among experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The White House believes that it is unrealistic to force Russia to abandon the territory that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, US leadership does minimal to deter Moscow, through diplomacy or military means, from believing that the situation will not shift further in its advantage in the coming year.

Divergent Views

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their reason to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be many attempts to stop fighting, but they will carry on as long as Russia's leadership remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing civilians and areas but avoiding a entire defensive failure until conditions improve in its favour.

Present Conditions

Realistically, there are no real preconditions for a ceasefire. Now, subjective factors are coming into play: political desires to mediate resolution and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unacceptable, so that their attention does not shift toward homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will modify their basic position.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a just a single week to eliminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.

While new plans based on old ideas are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to change the course of events, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, primarily depend on ongoing international assistance.
